A precinct developed with meaningful trader participation
Little India is envisaged as a dedicated retail, hospitality and cultural precinct in Docklands: a place that celebrates Melbourne’s Indian community, activates local business, and gives visitors and residents a genuine place to gather.
Community advocacy for a Little India precinct in Docklands predates LITA. Little India Traders Association Inc (LITA), founded in 2025, continues and formalises that longer-running community effort. Read more in LITA’s story.
Current status (15 July 2026)
Little India is a City of Melbourne initiative under development. LITA is an independent incorporated traders association advocating for meaningful trader and community participation. LITA and its working group are not City of Melbourne committees and do not presently exercise authority over the City’s project.

Formal recognition of the contribution Melbourne's Indian community makes to the city's cultural and economic life.

What has been publicly committed
A $10 million commitment to developing a Little India precinct in Docklands was made publicly during the 2024 City of Melbourne election campaign and has since been taken forward by the City. This is the City’s commitment; LITA does not hold or administer this funding.
Funding status
The City of Melbourne’s 2026–27 Budget allocates $1.2 million to progress the precinct through a staged approach, including initial trial activations. A complete multi-year delivery plan for the broader $10 million election commitment has not yet been published.

LITA’s role in Little India
Trader engagement
Connecting with precinct traders directly and gathering their feedback and priorities.
Collection of business priorities
Collecting and documenting the priorities of Indian-origin businesses connected to the precinct.
Precinct research and evidence
Compiling evidence, research and submissions that support the case for continued investment.
Communication of City updates
Passing on public updates from the City of Melbourne to traders and members as they are announced.
Advocacy for accountable implementation
Representing trader and community interests to the City of Melbourne and other levels of government, and advocating for transparent, accountable delivery.
Relevant community activation experience
Individual LITA members and associated community organisers bring experience from Melbourne Diwali and other activities. Melbourne Diwali is separately governed and is not a LITA program.

LITA’s priorities for Little India
These are the priorities LITA is currently advocating for as the Little India precinct develops.
Publish a multi-year delivery plan for the remaining Little India Precinct funding, with clear milestones and regular public reporting.
Invest in tangible precinct infrastructure, cultural landmarks and permanent wayfinding as part of the precinct's public realm work.
Formalise meaningful trader and community participation in precinct decision-making, through transparent, ongoing consultation.
Publish a community harmony strategy with measurable milestones and a public timeline.
Little India Precinct Working Group (LIPWG)
The Little India Precinct Working Group is an internal advisory and readiness group established under the authority of the LITA Committee. It brings together approved business, professional and community expertise to strengthen LITA’s research, trader engagement, governance and policy preparedness.
LIPWG is not a City of Melbourne committee and holds no formal or decision-making authority over the City’s project. Participation in LIPWG does not confer membership of any City of Melbourne advisory body, or authority to speak on behalf of the City.
Its current focus areas include trader engagement, evidence and research, and precinct readiness. Traders do not need to join LIPWG to have their say: anyone can submit precinct feedback or priorities directly through LITA’s trader and precinct input contact route.
